Whereas, the Anteater Express is a vital campus service created out of the necessity to provide economical and sustainable transportation for students, and
Whereas, the Anteater Express provides rides for over two million passengers per year, and
Whereas, the Anteater Express is facing critical funding problems, and
Whereas, without a sustainable source of funding the Anteater Express may have to cut routes and not be able to support itself, and
Whereas, if there were increased funding for the Anteater Express, there would be more resources available to aid in providing students with temporary or permanent disabilities with Ring Road rides, and
Whereas, the expansion of the Anteater Express to meet the current demand is important for the growth of the school and student experience, and
Whereas, the expansion of Anteater Express is necessary to provide increased mobility to students, and provide more campus transportation infrastructure, improve availability of parking stalls and reduce congestion around the campus, and
Whereas, additional capital expenditures are needed for Anteater Express such as the enhancement of shuttle stops to improve student safety and the purchase of newer, larger and more sustainable buses, and
Therefore let it be resolved, that the attached initiative and funding guidelines be submitted to a vote of the undergraduate student body in the ASUCI Spring 2013 election (See attached for ballot language and guidelines),
Anteater Express (Bus Love) Initiative
Do you approve a new ongoing quarterly fee to support the Anteater Express, the campus shuttle system?
- The money from this fee will be used for expenses that include, but are not limited to:
- fleet replacement,
- disability services, and
- route expansion.
- Regardless of the department under which Anteater Express resides the Anteater Express Board, composed of student representatives, campus partners and an Anteater Express staff member shall maintain full oversight over the funds raised by the Anteater Express Initiative in accordance with the Anteater Express Initiative Funding Guidelines.

- The fee shall be subject to the Anteater Express Initiative Funding Guidelines. In accordance with campus policy, 33% of the fee will be returned to financial aid to provide adequate financial aid to support the cost of this fee for all eligible students.
- The fee will begin in fall 2013 and will be assessed to all registered undergraduate students for all quarters including Summer Session. The fall quarter after the fee reaches its maximum value, the fee shall increase annually based on the California Consumer Price Index (CPI) to offset the effects of inflation.
- The Anteater Express Board will be responsible for providing an annual report on ridership, financial information and student feedback to the Chancellor.
Anteater Express Initiative
Funding Guidelines
MISSION STATEMENT
Anteater Express is a committed team of anteaters dedicated to providing safe, reliable and cost-conscious transportation. We do this with the highest quality of customer service delivered with pride, passion and spirit, which we call Bus Love."
- The Anteater Express Initiative: The Anteater Express Initiative is a quarterly undergraduate student fee of $8.00 that will increase annually in accordance with the 2013 Anteater Express Initiative vote.
- The Anteater Express Initiative shall only fund routes that are not contractually mandated by the University. Currently, only the American Campus Communities routes are contractually mandated by the University.
- The Anteater Express Initiative shall not be utilized with the intentions of replacing contributions from current Anteater Express funding partners.
- All money raised through The Anteater Express Initiative shall be spent in accordance with the approval of the Anteater Express Board. Suggested uses of funds are disabilities transportation services, Newport Beach route, transportation to athletic events, weekend campus routes, and additional buses. Funds left unallocated at the end of each year will go into a reserve account, to be administered by the following year’s board.
- Anteater Express Board Provisions: The office of Vice President of Administrative Affairs of ASUCI shall appoint a commissioner to chair the Anteater Express Board.
- All student positions must be appointed through an application process to ensure that any student in good academic standing may be considered.
- The Anteater Express Board shall be comprised of the following members.
- One full-time employee of Anteater Express as designated by the Executive Director of Student Government
- ASUCI Vice President of Administrative Affairs or designee
- One Anteater Express student employee as designated by the Executive Director of Student Government
- Executive Director of Student Government or designee
- Three At-Large student representatives appointed by the ASUCI Vice President of Administrative Affairs
- Legislative Council representative elected by the Council
- Housing student representative as designated by the Government of Undergraduate Housing (GUSH)
- Administrative and Business Services Representative as designated by the Vice Chancellor of Administrative and Business Services
- One representative from American Campus Communities as designated by the Director of American Campus Communities
- One representative from the Disabilities Services Center as designated by the Director of the Disabilities Services Center
- Quorum for the board is a minimum of 51% of current membership.
- All amendments to these guidelines will be approved by a majority vote of the Anteater Express Board and then sent to Legislative Council for approval.
- Anteater Express Board Communication
- The Anteater Express Board must release an annual survey to the UC Irvine undergraduate population in order to help gain knowledge of student priorities and concerns in relation to Anteater Express.
- The Anteater Express Board must publicize their decisions regarding funding through electronic and print media.
- The Admin Affair Vice President must present a quarterly report to the Executive Cabinet and Legislative Council on any decisions regarding funding.
- The Anteater Express Board will publish an annual report including ridership data, financial information and student feedback to be sent to the Chancellor and available online.
